Here in the cottage, plainly these were Constance and Miranda, and, on second view, verily here were a surgeon and his attendants. But were these startling preparations neither child's play nor dream? The grief of the Duchesse de Polignac was aggravated by the recollection of a sinister prophecy which, although at the time it seemed incredible, was apparently being fulfilled in an alarming manner. The circumstances were as follows:�� Yes. A fine reward for a poor creature who perhaps has not bread to eat, isn��t it? It is not only the arts of taste and pleasure which have for their universal principle the faithful imitation of nature; but the art of politics itself, at least that which is true and permanent, is subject to this general maxim, since it consists in nothing else than the art of directing in the best way and to the same purposes the immutable sentiments of mankind. `I saw his back.' This branch of the rebel force was thus completely removed from the field, and on the same day a far more sanguinary conflict had taken place between the chief commanders on the two sides, Argyll and Mar, at Sheriffmuir. These were his first decrees:��I. The British Isles were declared in a state of blockade. II. All commerce and correspondence with Britain was forbidden. All British letters were to be seized in the post-houses. III. Every Englishman, of whatever rank or quality, found in France, or the countries allied with her, was declared a prisoner of war. IV. All merchandise or property of any kind belonging to British subjects was declared lawful prize. V. All articles of British manufacture, and articles produced in her colonies, were, in like manner, declared contraband and lawful prize. VI. Half of the produce of the above confiscations was to be employed in the relief of those merchants whose vessels had been captured by British cruisers. VII. All vessels coming from Britain or British colonies were to be refused admission into any harbour in or connected with France. These decrees were to be binding wherever French power extended, but they had no effect in checking the commerce of Britain; the distress to Continental merchants, however, and the exasperation of the people deprived of British manufactures, grew immediately acute. Bourrienne says that the fiscal tyranny thus created became intolerable. At the same time, the desire of revenue induced Buonaparte to allow his decrees to be infringed by the payment of exorbitant licences for the import of British goods. French goods, also, were lauded with incredible impudence, though they were bought only to be thrown into the sea. Hamburg, Bordeaux, Nantes, and other Continental ports solicited, by petitions and deputations, some relaxation of the system, to prevent universal ruin. They declared that general bankruptcy must ensue if it were continued. "Be it so," replied Buonaparte, arrogantly; "the more insolvency on the Continent, the more ruin in England." As they could not bend Buonaparte, merchants, douaniers, magistrates, prefects, generals, all combined in one system of fraudulent papers, bills of lading or certificates, by which British goods were admitted and circulated under other names for sufficient bribes. The only mischief which his embargo did was to the nations of the Continent, especially Holland, Belgium, Germany, and to himself; for his rigour in this respect was one of the things which drove the whole of Europe to abominate his tyranny, and rejoice in his eventual fall. It must always be remembered that what is to be learned should not be estimated according to a learner's ideas of its importance. A manager and workmen generally look upon fitting as one of the most honourable and intelligent of pursuits, deserving of the respect and best efforts of an apprentice; and while a learner may not think it a serious thing to make a bad fit, or to meet with an accident, his estimate is not the one to judge from. The least word or act which will lead workmen to think that an apprentice is indifferent, at once destroys interest in his success, and cuts off one of the main sources from which information may be derived. "We have in vain visited our municipal representatives. The last of them, Alderman Schmidt, who was prevented134 from fulfilling his office, surrendered to us the municipal power on August 30th. We have seen how Plato came to look on mathematics as217 an introduction to absolute knowledge. He now discovered a parallel method of approach towards perfect wisdom in an order of experience which to most persons might seem as far as possible removed from exact science��in those passionate feelings which were excited in the Greek imagination by the spectacle of youthful beauty, without distinction of sex. There was, at least among the Athenians, a strong intellectual element in the attachments arising out of such feelings; and the strange anomaly might often be seen of a man devoting himself to the education of a youth whom he was, in other respects, doing his utmost to corrupt. Again, the beauty by which a Greek felt most fascinated came nearer to a visible embodiment of mind than any that has ever been known, and as such could be associated with the purest philosophical aspirations. And, finally, the passion of love in its normal manifestations is an essentially generic instinct, being that which carries an individual most entirely out of himself, making him instrumental to the preservation of the race in forms of ever-increasing comeliness and vigour; so that, given a wise training and a wide experience, the maintenance of a noble breed may safely be entrusted to its infallible selection.134 All these points of view have been developed by Plato with such copiousness of illustration and splendour of language that his name is still associated in popular fancy with an ideal of exalted and purified desire. We have, thirdly, to consider a form of individualism249 directly opposed in character to those already specified. It is the complete withdrawal from public affairs for the sake of attending exclusively to one��s private duties or pleasures. Such individualism is the characteristic weakness of conservatives, who are, by their very nature, the party of timidity and quiescence. To them was addressed the exhortation of Cato, capessenda est respublica. The two other forms of which we have spoken are, on the contrary, diseases of liberalism. We see them exemplified when the leaders of a party are harassed by the perpetual criticism of their professed supporters; or, again, when an election is lost because the votes of the Liberal electors are divided among several candidates. But when a party��generally the Conservative party��loses an election because its voters will not go to the poll, that is owing to the lazy individualism which shuns political contests altogether. It was of this disease that the public life of Athens really perished; and, so far, Hegel is on the right track; but although its action was more obviously and immediately fatal in antiquity, we are by no means safe from a repetition of the same experience in modern society. Nor can it be said that Plato reacted against an evil which, in his eyes, was an evil only when it deprived a very few properly-qualified persons of political supremacy. With regard to all others he proposed to sanction and systematise what was already becoming a common custom��namely, entire withdrawal from the administration of affairs in peace and war. Hegel seems to forget that it is only a single class, and that the smallest, in Plato��s republic which is not allowed to have any private interests; while the industrial classes, necessarily forming a large majority of the whole population, are not only suffered to retain their property and their families, but are altogether thrown back for mental occupation on the interests arising out of these. The resulting state of things would have found its best parallel, not in old Greek city life, but in modern Europe, as it was between the Reformation and the French Revolution. We now turn to Sir A. Grant, who, as was mentioned at371 the beginning of the last chapter, makes Aristotle a supporter of the late Prof. Ferrier.
